Flac Tagger

Can any1 advise on a good flac tagger for windows? There's so many but in my experience none actually seem to work. According to the IDtags on my flac files they're already tagged properly, but that doesn't seem to be the case when I load the files in winamp. Those flac files ripped using EAC from CD seem fine, but tagging information from files that were originally ape files, decompressed to WAV and converted to flac don't always work.

Do I need something more than the flac files and ID tags attached to them? What's this 'metadata' foobar speaks of?

meta is sort of documentary information of use only to a certain type of device or program.

wav does not have any way to tag. If you decompress a tagged file to wav, then you will lose whatever meta data that you had on it. Or I did everytime that happened...
Try dbPowerAMP music converter... it seems to be able to convert music to various formats, yet still maintain the ID tags.
