FLAC album limited to 16Khz

If you downloaded the *.flac files, someone might have taken something like 128kbps *.mp3 and converted that to *.flac. Which gives you the same quality as the 128kbps *.mp3 in a bigger file size.

Possible? Sure. Just use a low-pass filter at 16 kHz.

The Fraunhaufer AAC encoder uses a 14 kHz low-pass filter by default, same as what terrestrial FM radio stations typically use. The filter eliminates high frequency compression artifacts. I figure your recording was taken from a source using a 16 kHz low-pass filter for the same reason.
