Are there any FIIO portable amps or combo (DAC/AMP) that accepts optical line in? So far I only see coaxial line in which sorta sucks for me.

You aren't going to find a standalone amp that takes an Optical signal.  It needs the DAC to convert it to analog.
 
The original E17 would fit your need
