I think it's hard to tell the difference between a truly exceptional writer and an exceptional voice. Sometimes you just get caught up in one that the other gets overshadowed... Anyways, a few of my top female vocalists include Fiona Apple, Utada Hikaru, Rachael Yamagata, and Michelle Nolan :]

Julie Christmas of Made Out of Babies and Battle of Mice. Metal needs more vocalists like her and like Floor Jansen of After Forever.

Also Ringo Shiina and Beth Gibbons.
