Saw ESS announce new chips earlier this year. How long does it usually take for new DAC chips to start showing up in gear? To this day I rarely see 9038 dacs due to the ridiculous difficulty in implementation and heat it produces from what I understand.

Twisted Pear Audio worked with ESS to make their Buffalo DACs. They have nothing at the moment with those chips. When the announcement came they said that ESS announce new chips way before their actual availability and support. My guess is that the very first implementations will appear at the end of this year.
