Rex's guide says to use:

-V -T "artist=%a" -T "title=%t" -T "album=%g" -T "date=%y" -T "tracknumber=%n" -T "genre=%m" -T "comment=REX Lossless FLAC by your_name " %s

Is there a difference in quality between yours and his?

My settings encode at default compression of 5. Checking your settings looks like -V is the only additional command, and if there is no number after -V I believe it's using 5 as well; so no difference.
