Assuming I don't have any drilling equipment whatsoever and I'm trying to put holes into either something similar to a Pactec plastic case, an Altoids tin or an small aluminium enclosure, what would be the cheapest equipment to buy to get the job done nicely?

Also, what enclosure should I select to start out with?

Start with a nice variable spee drill. Should only cost something like $30-40 or so at Home Depot. Others with more experience may reco something like a Dremel, so go with the opinion of those with more experience than I.

Next, sharp drill bits made for drilling holes in what you're gonna drill holes in. Make sure to ask the salesman at the place you go to reco good bits that are made specifically for your material. Metal bits don't do well with wood; nor concrete bits for metal. Also, cheap bits, like a kit of 100 bits for $10 might not be the best bet. Don't go overboard since they might not see a lot of use, but get something decent at least.
