Does your Powercolor Devil HDX 7.1 suffer from the warm reboot issue?

Most of the time (if not every time) when I reboot my computer, my Powercolor Devil HDX 7.1 refuses to initialise (the relay switch does not click to indicate success). If I shut down the computer, wait a certain amount of time (up to 5 minutes) and switch back on again, it will start up normally.
 
I'm just wondering how many of you suffer from the same issue.

I have the exact same issue. It will only intiliaze if I shutdown and wait a couple minutes. I haven't been able to find a fix. I've tried it on Win 7 and Win 10. Hopefully their next driver works better.

Seems that this card is not hugely popular; people seem to be dropping sound cards in general for DACs more and more often these days. For those that do own the card and post on forums, a significant percentage of them seem to suffer from the reboot issue, although not many seem to have found their way to this thread.
 
In my opinion, a driver upgrade cannot fix this issue. When the reboot problem occurs, the sound card refuses to initialize and therefore doesn't even show up in Device Manager. There'd have to be a ROM flash or hardware fix to solve it (and how many sound cards do you see these days with ROM flash upgrades?).
