Hello. Does anyone know if the Fiio E17 needs to be connected to a USB port in order for it to work/be on? It can be charged by USB for 200 minutes which then gives it enough power to last 15 hours. I am wondering if fully charged, does it still need to be connected to USB port to function? (I am using Optical input with my TV, not PC.)

No it doesn't.
I use it as a portable DAC with either Toslink or coax digital inputs all the time, I.e WITHOUT any USB input.
