Do toslink cables have dielectrics?

That may be a stupid question but I am asking out of curiosity whether or not light needs a dielectric.

I'm assuming the battery to the red LED has a dielectric but I am speaking of the cable itself.

So, do toslink cables have dielectrics?

Doubtful.
From what I know both plastic and glass are very poor electric transporters.
