Would it be possible to wear these cans in a public place on a low/medium volume without disturbing everyone?

It wouldn't. If you want to listen to them at the kind of volume that would make them usable in a public place, they'd leak. 
 
If you want to use them in a library at a very low volume, they probably won't disturb anyone though.

They are fully open, so yes, they leak quite a bit. At low volumes, I don't see how even the most open headphone could 'bother' anyone though, unless they sat right next to you.

I honestly wouldn't see them bothering anyone outside of a library with low volumes. The outside noise leaking in may bother you though.

In all fairness, open headphones are made to be used at home. Can't have everything everywhere.

Don't even try the DT990 in public,lol. Some open headphone leaks more than DT990, but you might irritate many people with them,lol.
 
Even with low volume, some frequencies are quickly unpleasant.

Yep and nope. Leak considerably and I wouldn't use them in a public space. Even at very low volumes the highs And upper mids are easily heard outside the phones.
