you prob won't have to reinstall windows. Just back your system up before the switch and go into your BIOS before booting windows to make sure everything is correct. If you have your current cpu OC'd you'll want to change everything to 'AUTO' so your new cpu will boot.
If windows is having problems just throw your disc in and do a repair, not a full reformat.
That should get you going. I've switched several times and as long as you're keeping the same platform you normally can get by w/o even a repair.
I have few dual core PC's. I don’t notice any difference at all. All these pc’s behave the same, until the OS change to 64bit native. I find that all my Windows pcs run slow, or is that I think faster, who knows...

what are you compairing them to? Windows XP Pro fully utilizes dual core cpus

Not really. Windows utilizes 32bit instructions. I don’t compare, anymore. I gave up. The bottleneck is in the OS (32bit) and the bus (32bit). Hope these changes soon. I want to see hardware and OS, in 128bit (native), in 4 or more cores. Soon…..
