I've decided that I'm going to buy the DT 990 250 ohm headphone. I'm going to be using them exclusively on my PC. The main purpose is for computer gaming. I'm trying to figure out how to get virtual surround sound. Is it possible with a Fiio E9, or do I need something with a TOS link input?

Asus Xonar Essence STX sound card (PCI-Expess), does it all.

For PC gaming, surround sound is done by the sound card.
 
An amplifier's job is to amplify the signal and otherwise alter it as little as possible.

Star Wars TOR, Call of Duty, Team Fortress 2, Dragon Age, Bat Man Arkham City.
Mostly RPG games but a little bit of action and FPS.

Actually, I kinda lied. I would be using the DT 990 for Xbox 360 as well as PC.
So would the smart thing to do is buy an amp/dac and have it plugged into a virtual surround sound sound card?
If so, what's a good combo?

Astro Mixamp Pro will work with both your PC/360 and it's supposed to do the whole DDS surround processing.
