Do I need a certain amp for virtual surround sound?

I've decided that I'm going to buy the DT 990 250 ohm headphone. I'm going to be using them exclusively on my PC. The main purpose is for computer gaming. I'm trying to figure out how to get virtual surround sound. Is it possible with a Fiio E9, or do I need something with a TOS link input?

Asus Xonar Essence STX sound card (PCI-Expess), does it all.

Actually, I kinda lied. I would be using the DT 990 for Xbox 360 as well as PC.
So would the smart thing to do is buy an amp/dac and have it plugged into a virtual surround sound sound card?
If so, what's a good combo?
