I just ran my Chord 2Qute vs my Metrum Pavane. Both from the same output in the same amp. The 2Qute is significantly louder. Is that normal?

Yeah, different DACs have different output levels. People tend to think the ones with higher output sound better.
The Pavane outputs 2V RMS while the 2Qute outputs 3V RMS.

It's useful if your amp isn't strong enough. You can find the information usually where you'd find the other specifications. 3V is a bit high. I think they're generally around 1-2V.

2V is a Redbook standard for CD players. Some manufacturers play on common perception that louder is better. They know that showrooms do not do level matching.
