That's called a cable's microphonics. Unfortunately it would be hard to do anything about it without replacing the cable.

A hook is the best I can come up with, I've used this method successfully myself, but not with a fabric cable.
 
Attach hook to edge of desk, put cable through hook. The hook keeps the cable from rubbing against anything which is likely to be noisier, and the weight of the cable keeps it taught without pulling on it too hard.
