Also, does my sound card make a huge difference? I use on board Realtek Audio.

The best bang for your buck comes from putting money toward speakers at first, not electronics. So get some good speakers, then maybe down the road think about a better sound card.

Good to see that Beyakusenn is helping you find some speakers that fit your budget in your region. He knows what he is talking about with speakers. I'd follow his lead. You are getting great advice

All small speakers will be lacking in the bass region, so for bass-oriented genres like drum&bass and dubstep, these won't be as good as larger bookshelf speakers. Even so, for most genres these will perform very well.
 
For really good bass, you would need a good sub-woofer, but good sub-woofers are not cheap and they are very large.
