For dark industrial:

SKINNY PUPPY - Singles Collection 2001 (my fav industrial CD of all time, godlike)
WUMPSCUT - Embryo Dead (many great albums, darker than NIN)
FRONT LINE ASSEMBLY - Tactical Neural Implant (cyber darkness, started DELERIUM also)
LEATHERSTRIP - Penetrate the Satanic (Wumpscut done faster, meaner)
DIE FORM - Vicious Circles (the dark side of machines)
COLLIDE - Beneath the Skin (dark industrial/trip hop female vox)

I used to think the same thing, but sometimes there's nothing like a Richard Devine track played really loud in the middle of a mix.

I don`t know which grade of "dark" are you looking for, but there are a few albums that I consider to be the constant leaders of my Insane Top 20.

Recoil - Liquid, Unsound Methods - strongly recommended
David Bowie - Outside
Massive Attack - Mezzanine

I wholeheartedly second this: Descent II has a great sountrack, I still listen to it this day. I just re-ripped the album as FLAC to preserve the greatness =]

If you like the VNV Nation sound of electronics, more along the lines of Empires, check out Blank. These guys are from Italy, fairly new, but they have a good sound to them.
