I initially used R5 of 100ohms and there was static.I have now removed R5 and theres still static in both the channels.
Opamp : OPA2132PA

I get music too but its 20% of the total volume output,80% of which is static and distortion.
And the voltage divider is working fine and the opamp IS getting the positive and negative voltages.
No parts get even warm to the touch.
Ground is fine.Checked virtual ground from each end to every other end using the "Beep" function of my DMM.

Theres no static and distortion at the output if i dont have any input signal.That is the RCA inputs are not connected.
Also i checked the virtual ground from each rca jack to every other virtual ground point on the protoboard.

If you get distortion, the problem is usually:

- you have connected the jacks wrong

- you have made an error at the resistors/connections which set the topology of the amp (which is pretty much everything near the op-amp)
