If I have this setup, my PC is being bypassed completely correct, even if I'm playing CDs from the diskreader? (through foobar)

Are we talking about an external USB DAC? If we are, then yes, the USB DAC becomes your soundcard as long as it is selected as the default playback device in Windows.
