converting wav files/youtube

Not to my knowledge, but I'm not even close to being an expert on the matter. My understanding is that YouTube upgraded their audio codecs this July so that HD videos i.e. 720p and above have an AAC audio stream with a max bitrate of 192kbps. The previous cap was 160kbps, I believe.

not possible to make a 1411 AAC?

Regardless of what video and audio format you use YouTube converts everything to what they've chosen to use. What I do when I upload something is I use an uncompressed PCM audio stream so YouTube has the original audio file to work with when they convert the audio to AAC. I don't think there's any other method to get better sound quality on YouTube at the moment.
