Hi, I want a cheap Sony Discman with decent sound quality, can read CD-Rs, can use regular headphones and can be plugged into a wall outlet to run without batteries, what should I buy?

They're all discontinued, so you should see what you can find on Ebay. There's no reason to pay hundreds of dollars for supposedly new ones on Amazon.
I don't recommend the Sony D-EJ017CK -- I have one and for some reason it only recognizes the first 10 tracks on any CD.
It depends on what kind of files are on your CD-Rs -- regular copies of CDs? mp3s? You'd have to check specs.
Every Sony I have ever owned has a DC in jack, and you can find a universal adapter like this one--
