I have a very good Set of USB speakers. I want to use them with my phone. Can i turn them into 3.5mm input with USb power?

They will not be able to draw power from a 3.5mm phone jack.  USB provides +5VDC, which is what they need.  A 3.5mm phone jack will not provide that.

what they said.  that and usb is usually a digital type of interface and a 3.5mm is a analog type of interface.  Those just don't go together without some type of convertor.
