alright, i have a Panasonic Shockwave (SL-SW870) which has a 9 mW headphone out and i have an old Sony D-141 which has a 15 mW out, which one would better drive my sennheiser 495s?

Not necessarily

The power rating should be something like #mW @ #Ohms. It's quite possible that the 9mW jack will drive Senns better than the 15mW; it depends on how the stated mW are measured.

ack, how could I have missed that!? check what kind of ohms rating they give. usually it is 32ohms. also be sure that it is for one channel, sometimes they give a nice power rating, but like: 20mW @ 16ohms (10mW + 10mW), which is just 5mW @ 32ohms, which is only able to power earbuds.

alright, the panasonic says 9 mW + 9 mW and then 16 ohms (variable) and the sony says 15 mW + 15 mW at 16 ohms

Then the 15mW is clearly more powerful, since they were both measured at the same impedance

keep in mind though that companies sometimes exaggerate these numbers.....just like frequency responses....
