Yes--at least in the significant majority of cases.  However, they will improve at least a bit from most low power devices when you add an amp.

I have a near 598 modded 558... and FWIW, They sound very good/solid with my Macbooks, iPhone and my older samsung netbook.  Plenty loud and dynamic straight out of the jack.
 
That being said, they are detail retrieving enough to reveal sonic differences in all the amps in my profile.
