I mainly do listening at low to moderate volumes.  Would the Fiio alpen be good enough of an amp to drive the hd-650 so they sound good at moderate volumes?

Yep, I bet. I use the E7 with them. Not best sound, but enjoyable and portable. Goes loud enough, too.

I have both testing now. It's better if you avoid because when I pump up the volume the sound become very harsh. I tried all gain settings. Choose another product.

I haven't tried the E17 but I've tried with with the E11 which is suppose to be similar in terms of amp functions.
 
On high gain settings you get a low-mid level volume on the HD650s and really sounded pretty weak on maxed out volume. Headstage Arrow powers it extremely well though. Drove it into speaker volumes with the lowest gain setting and sounded amazing, especially with treble and bass boost all on.

Why do you want a pair of open cans portable?
