Can an USB DAC be used as a sound card replacement?

As the topic says, I just wondering if I don't have any on-board / stand-alone sound card in my pc, am I be able to use an USB DAC as an external sound card?

BTW, and kind of off topic here... I got kicked out of a chinese chat group just because I said "You can probably use an USB DAC with your pc even if you don't have a sound card."... Is this some sort of forbidden question?

You can, no problem. I don't know why they would kick you out because it seems like a normal question to me. A USB DAC is pretty much an external soundcard.
