Calling Card Questions

My apologies if this is rated dumb, but I am unfamiliar with calling cards. My Daughter is required to have a calling card as part of her pack when she goes into Basic Training.

Is there an advantage to one or other of the things?

Are they "refillable", and it is worth it to do so?

Are there any security issues for caller or those called?

Does higher $ per minute = ease of use?

The only insight I have is in regards to $/minute. Some cards have it setup so that you will be charged say, $1 per call, or minimum 10 (or 30 or whatever) minutes per call and in return, you get a lower per-minute rate. If you plan to make longer calls, this is probably a good deal. If you plan to make a lot of short calls, it may be better to just pay more per-minute and not have any per-call issues.
