About $120 is my limit, unfortunately.
 
Ideally, something that combats those potential treble spikes...

Pangea HP101. It's $50 on Amazon right now, so if you can solder, spend the $70 on a NOS Mullard tube.
 
Otherwise, use EQ. I use mine with a Galaxy Note 3 running Neutron Music Player (up to 10-band Parametric EQ, and you can choose exactly what frequency the spike is) and HD600 (trimming 3500hz and boosting everything below 45hz with a low shelf EQ).
 
If you're using Windows, download Equalizer APO. It's a global effect app. You can also choose what frequency exactly, so you can zero in on that spike.
