Best way to EQ headphones on desktop computer?

I'm currently using mainly Spotify at 320kbps, and also Foobar (FLAC), and looking to EQ my headphones to give a little bump at about 4k. What is the best program/plugin etc to go about doing this?

I use whats built into JRiver, but have used Marvel GEQ by Voxengo with FooBar2000....or Equalizer APO for Windows

I EQ'd my HD599 with Equalizer APO and it worked perfectly.
