Best value IEM under $60 that would suit me? (settled for R03 finally)

The fiio E3 basically boosts everything below 500Hz about 3db. So if you feel your explosions and gunshots lack visceral impact with your earphones, then the E3 would be a good choice. Just be aware that the amp hisses with low impedance-sensitive IEMs. So it is more of a portable headphone amp in my opinion. YYMV.

Is M9's separation better or worse than R03's?
I just found out from somewhere else that some people said R03 doesn't handle complexity well.

Save the money on the batteries needed for the E3. It only makes things sound worse.

really? you think so?

I only use rechargeable batteries.

Anyhow, I have made a preorder on the Brainwavz M2 (Visang R03). There's a lot of waiting to be needed, because I won't get the IEM until the end of May.

You can get the Fischer IEMs (Silver Bullet, Eterna, etc.) shipped to Aus from Budgen Audio in Canada or Treoo.com in Singapore. Treoo charges $19.90SGD for shipping, Bugden charges something like $8.92USD I believe. It worked out to be roughly the same when I last checked.

Yeah, that's almost twice the price I'm paying for the ViSang R03, more than what I was expecting to spend. Actually, I might consider them if they were around $60 shipped.
