That's a very low price range. There's the Creative Sound Blaster E1, or you could get a used Schiit Fulla.
(Oh, and I have the $30 Behringer UCA202 audio interface, which does many things. Digital to analog, digital to digital, and analog to digital conversion...and it has a headphone amp...but the amp sucks. It's good to use as an entry-level DAC or to output TOSLINk to another DAC, though.)
I actually saw that yesterday when I was browsing eBay for cheap amps. I've never used it. (I've owned all the ones I listed.) It looks like it doesn't have a volume control, in which case you may have to control the volume in your music player. I also don't know its specs such as headphone output power.
