Best sound card under $75

I need help choosing a nice sound card, and it can't be over $75
 
I would also like if the sound card has drivers for Windows 8/8.1

What headphones are you using them for? Gaming?
 
At that price point, you could actually get a Fiio E10 that has a built in headphone amp.

I'm going to be gaming yes. I would prefer surround sound, such as 5.1 or 7.1

Might be able to a find a Sound Blaster Z (OEM) with in your budget (new or used).
