Specifically what genres? A lot of online metal distros have good prices ($10 or under). Amazon.com has a good selection of new releases at $10 or under. I even saw some classic stuff like Black Sabbath at $5 per CD.
You can usually get CDs off Amazon for dirt cheap. Look at the used vendors. You might also have a local used music store where you can pick up stuff too.
I have been buying used from Amazon, then ripping to Lossless (ALAC). Great luck, I spend $25.00 - $30.00 a week and by weekend I have 5 - 7 new albums in my possession.. Never a bad CD either.....
Barnes & Noble as well as Best Buy have great 5 and 7 dollar sections. Best Buy more so. I walk out with a minimum of 8 CDs every time. Half Price books is another good option.
Depending on where you are, there may be some good independents. In the Bay Area, there's Amoeba and Rasputin Records. My favorite was Streetlight in Santa Cruz, CA.
