I've been researching a bit, and have found some really good reviews for the HD 650's, however I was wondering if there are any better options for the price.  At this price point, would an amp be necessary?  I don't want to spend too much on the amp, approx $150.  This isn't included in the $500 headphone budget.

I should probably add my music tastes.
 
I'm really open to exploring different types of music, however I'm partial to RnB type stuff (Frank Ocean, Drake, etc), and hip hop and rap (Kanye, Jay Z, etc).  Recently, I have started to explore genres like jazz and classical and have found them to be very enjoyable.  I also listen to quite a bit of EDM music of all types (trap, DnB, trance).

Do you have a DAC? What source will you be using? For the modern music you like, I suggest the Shure SRH-1540. Close but not yet to the level of the HD650 but less demanding on amplification and source quality as you are budgeting yourself to $150 Are you likely to be upgrading the other equipment?
