I'm looking for the above. I have a lot of noise from my surroundings in my house, and it's really killing my sleep lately. So my plans is to look for the best earbuds suited for sleeping, and possibly play some white noise if it doesn't bother me too much. But it's important they are noise cancelling and not uncomfortable to wear while sleeping. I'm willing to spend up to 100$ or something.

Try the Howard Leight by Honeywell MAX Disposable Foam Earplugs -- no audio source required and really good at blocking noise. Otherwise, look at the ATH-ANC23 and get Comply foam ear tips for it.
