I would highly recommend the Shure se215. Shure, too me, is very underrated in their sound quality and have some of the best mids and highs of IEM. The se215s are known to be bass oriented and but still provide impressive mid quality. I also prefer IEM because they are more accurate and clear than headphones and the se215s have incredible clarity. Unfortunately they are only found for 99USD. I would definitely recommend spending the extra cash. Plus build quality is superb.
There are many good IEMs in this price range. I haven't heard it myself, but JVC FX101 is known for a very pronounced bass w/o sacrificing much of SQ in the upper range.
