BEST ISOLATING iems on a budget

Hey guys, I just came from the portable and iems recommendation thread and seems like currawong directed everything to here now. I apologize if this is the wrong place to ask this.

My question is very simple, I am looking for cheap iems that do a very good job of isolating outside sounds. I know Etymotics are the best but I just dont have that money.

Im thinking of something like a meelec or entry ue or sony xba1.
The only thing Im refering to right now are the headroom graphs
Sound quality can be as bad as $1 ebay earbuds, however, if they isolate well, Im more than happy

Any suggestion guys?

By 'cheap', I don't know what you really mean.

But

You can get the Philips SHE3580 and get some triple flange (or bi flange) tips to use with it.
