IXOS is a very popular manufacturer in Europe. They make some good budget cables although their more expensive cables are seldom reviewed.
I've used IXOS Gamma Audition II ICs and they were very good for the price

at the lower end IXOS's The Composer is a great cable, has got a fair few good reviews, should be available for about the $40 mark.

It will highly depend on your system.
For example, if you need a bit more bass like I do in my K1000 setup. The TMC yellow label IC is a great choice. The white one is more balanced.

If you want to spend a little more, the Voodoo Reference IC's are really where point of diminishing return is for me. $150 for a dealer demo is a steal!
