I have a budget of around 200-400$. What are the best headphones i can get for that. I listen to all kind of music especially electronic and hip hop. I also do some music production and gaming.

If you find a headphone that has a high sensitivity ( > 100 dB / mV ) and the impedance is less than 250 Ohms any headphone in that range should play just fine without an amp.
 
Do you need them to be portable?
 
Do you really like extra bass?
 
Are you going to toss them into a backpack from time to time?
