besides building a CMoy, what's the best head-amp for about $40.....

i want to find a cheap head-amp that i can bundle with some SR-60s and give as a gift to some people

do an 18V RA1 clone and it'll push those SR60s better than anything in its price range. Bust out the soldering iron and tell your friends you made the amp... from raw parts. IMHO those are always the best gifts.

I'm not a fan of the PA2V2 mated to comfy padded Grados (MS1/SR60). Very conjested IMHO. Although customer support is outstanding, should they need to be serviced.
