Best for Loud Listening - Leakage, Isolation, and Quality

I'd like to know what you think is the best headphones for loud listening, as in low sound leakage, high isolation, and without compromising sound quality much, for around <$400.
 
My previous experience has been with the AKG K845BT, whose sound I love because of its versatility and whose BT function has been very useful. But I find that turning the volume up loud enough to block out outside voices causes too much sound leakage, which isn't great in my office environment.
 
Maybe its just not possible to find with over-ear headphones, but right now I prefer a pair in that category for comfort, better quality, and more durability. I've looked into ANC headphones, with and without BT, but it doesn't seem that would block voices as I need. So what do you think? Should I really just be looking into IEMs? I have a pair for walking and exercise, but was hoping for something of better quality for while sitting and traveling.
