Get a used integrated amplifier with a headphone output, that is by far your best bet. No 100 dollar headphone amp (or anywhere near) will give you more power or sound quality. Any entry level NAD, Marantz, Denon, Cambridge Audio, Onkyo, whatever you can find.
Are you talking about the Beyerdynamic T1 headphones? I don’t think that you’ll be able to find a matching desktop amplifier within your price range. Bicycle tires are not suitable for cars.
