Best burning program?

What operating system? What do you want to burn? I assume music, since you posted in the music forum, but CD or DVD, mp3 files, just copying CDs, or what?

For example, I use K3B for everything, but you're probably not running Linux. If you're running Windows and just want to copy CDs or DVDs, or burn disc images, try ImgBurn. If you want to burn data CDs, Nero isn't bad (though I've never tried the free version, or any version after 6.0), or you may want to try InfraRecorder.
I don't know any good burning programs for Mac OS.

+ 1 for audio CD making simple and easy, non-compliant .cue files also ok. with it

For burning audio CD's?
I find iTunes pretty much perfect for that task. But SimplyBurns is pretty nice as well...
