I am only interested in the ipod or stock samsung p2/cowon s9 type buds that hang on your ear, NOT THE TYPE THAT GO IN YOUR EAR CANAL

I'd like something with good bass but overall excellent quality for the price ( 20 bucks )

They are incredibly hard to find, any thoughts?

well, if you can stretch the $20 to $39, you can pick up the Yuin PK3, which is phenomenal beyond belief for the money. At or under $20, I don't really know.

PK3 at $39 is a steal.

For $20 you should be able to get a set of Sennheiser MX760. They're nearly on par with the PK3 in overall sq IMO, but a few people rank them higher. If you can stretch too $40, go for the Yuins.

and not in the Yuin serie please
