Speaking of the DT990s, which would be the best AMP standalone?
Or maybe even a DAC+AMP combo?
As of now i don't have either an amp nor a dac, but my pc has atleast an ALC 1150 which ain't too bad.

The Asus Xonar DX sound card (used $50-$60) or Hifimediy DAC (USB or optical), $42-$70, would give you a lower costing DAC, leaving more in your budget for a headphone amplifier.

A used Audio-GD NFB-15 DAC/head amp, would do the job nicely.

The first question is why buy 600 ohm headphones? There is a difference to make a headphone sound loud and sound right.

Ended up purchasing Magni 3 due to it's great ability to power high impedance headphones very well.
