Best amp between WinLaptop and se530?

I'm thinking about getting a good amp ($300-$500) for extended use during travel.

It would primarily be attached to a Win based laptop as source, and drive some kind of IEM. Right now, the Shure se530 looks like the best option for what I want and am willing to spend.

I am a musician myself, and listen to mostly jazz and acoustic music, however, I do like certain 80's styles, and would want a system that would do justice to everything from classical to something bass heavy like hiphop or reggae.

Any suggestions?

I use an indigo echo pcmcia sound card. Its one of the first generations and i've found it to be astounding when compared to the usual laptop audio.

I think creative labs/sound blaster is releasing a new one too, as well as new external USB audio devices.

I'm throwing these options around because generally, PC audio is "noisy" that might be the biggest pothole on your road to audio nirvana.
