Hey guys, I need a recommendation for the most balanced(as in good sound across all frequencies, preferably neutral) pair of headphones under or at 50USD. in Ears are fine, but On Ear and Over-ear preferred.

If you don't need isolation, at 60 dollars you should consider Takstar Hi-2050 (unmatched sound and build quality at their price point). These are slightly on the bright side of neutral.
 
You should also read about Superlux HD681 and HD681 Evo both can be found under 50.
