Oh that's hilarious. A3D is considered cheating. If it were me I'd cheat away then. How can having superior hardware be considered cheating? I guess we should limit everyone to 30fps@800x600 so as not to give anyone an advantage. Better do away with optical mice while we're at it too.

There is a bug in the Half-Life engine (which powers CS) that causes you to be able to hear sounds twice as far away if you're using A3D vs. standard stereo or EAX.

That may not be a bug but instead be just the way A3D is supposed to work. I think most games that support A3D are like that.
