Maxed out all settings still too quiet and if I try to boost audio with VLC media player it's bad quality.
 
 
What would you reccomend? A new sound card? or a headphone amp?
 
 
Please link me, my budget is under $40 so I need something to make my headphones sound better and louder while keeping high quality.

Sound card like a Asus xonar DG seem in your budget and will help with your problem.

I want it to sound high quality but also I want alot more Bass because these headphones are capable of more bass I know it .

I have a pair of these.  M-30s do have somewhat of a high impedance.  They need an amp to sound their best.  If you're running them out of the onboard soundcard, might as well get a DAC/Amp combo
