Hi,
 
I was wondering if it matters whether I use 16v , 25v, 35v  470uf cap for the dc blocking cap on the headphone out section?

That depends on how much voltage you are blocking.
Electrolytic caps like to see about 75% of their rated
voltage to sound their best in this application.
 
If you are blocking, say 12 volts, then a 16 volt cap would
be appropriate.
